When first announced in 1930 the 28-44 model was available only with steel wheels. Within a year or two, pneumatic tires became optional equipment. A rearview of early 28-44 shows the PTO shaft in place; it came only as an option. In October 1930, Oliver sent a copy of the 28-44 to the Nebraska Tractor Test Laboratory. Operating on kerosene fuel, it delivered a maximum of 49-plus horsepower on the belt tests. The 28-44 tractor was built in the 1930-37 period, essentially undergoing a metamorphosis into the Oliver 90 model.
