The 1655 was a row crop tractor with two engine options. A Waukesha-Oliver 4.6L six-cylinder diesel engine or a Waukesha-Oliver 4.3L six-cylinder gasoline engine. Both were 4×2 2WD or 4×4 MFWD 4WD with power steering, disc brakes, eighteen-speed partial power shift transmission or six-speed helical gear transmission, and an open operator station. A heated cab was optional as well. This was the same tractor as the Oliver 1655.
